General query regarding 7600 router

This is regarding 7604 router. I see that the Module 3 (7600-SIP-200) has not come up after the router reload. The card type is 4-subslot SPA Interface Processor-200.

I do not see any SIP card active on the module. I understand that it is currently down so it would not be up however as it is a card i.e. hardware, so wouldn't be showing as down/down on the router.

Currently is do not see any SIP card. So, is it normal.
