Hi All,
Just to make sure I'm not going mad here....
An address beginning 192.115.x.x, 192.114.x.x or even 192.111.x.x is a public IP or IP routable on the Internet?
Private Address (Class C) are always 192.168.0.0 - 192.168.255.255

Yes - 192.168.0.0/24 is one of the private ranges. The RFC that defines these ranges are part of RFC1918 which you can find here - http://www.ietf.org/rfc/rfc1918.txt
