Office Help Issue

Ok, now this one has me really stumped. When our CFO goes to use the help function in Excel 2010 he gets a prompt saying the content has been restricted due to blah blah blah. Much like in IE9, he has to click "Allow restricted content" and then open the file for it to display properly. Anyone know how I can add the help files (which are htm) to a safe list to have them just display? Annoying to have to keep hitting allow restricted and then click open.
