DHCP excluded addresses

When a device is configured as a DHCP server does it automatically exclude assigning clients with the IP address configured as the gateway? I'm guessing it does, but want to be sure.

    I am not sure if it does or not. but the recommendation is that all static ip address must be in the exclusion list. Systems are not perfect. :)

    No, I'd setup an exclusion as best practice.

    Keep in mind though Cisco routers will check to see if the IP is currently in use before handing it out. With that said I doubt it would hand out the address if it's local on the router.

    The Cisco IOS DHCP server check by pinging the address, so make sure ICMP is not blocked on your network.
