OSPF Router ID priority

I have been studying for the ICND2 and I can't seem to find a good answer. What takes priority for setting the router id. If I set the router id manually, does that keep the same even if I have a loopback interface or another interface with a higher value? Or if I add a new interface with a higher value? Or can I set the router ID manually to a lower value with higher interface values. Odom's book just says there are three different ways of setting the ID but there is nothing about conflict when trying to set it.
I don't have a router in front of me right now to test this out, but I was curious if anyone knew the answer.
