what does funding type "budgeted" for a job mean?

In the description for a network technician job I applied for, at the Community College where I did the Cisco Networking Academy program, it says "funding type: budgeted." What does that mean? Google hasn't been my friend for this.

    I'm assuming it means the salary is set but without seeing more of the post that's a guess.

    I think it means that the job is a part of the school's yearly budget, as opposed to being funded by a grant. With a grant funded position the real killer is that if the grant goes away so does the job. I would see a budgeted position as more secure long term.
