Explorer shows locks by recycle bin and other folders - Win7
First time I have come across this. Trying to help the boss, and I noticed when I go into explorer that there is a lock showing by two of his folders - recycle bin and a folder marked apps. The apps folder is legit, it is for a document scanning program we have installed. No other machine in the company has these "locks". He is running Win 7 through VB on a MacBook Air if that makes any difference at all.

Try this if you can't access it. IObit Unlocker, Solution for "Cannot delete file or folder" Problems on Windows 7, Vista, XP there is one that I am using that actually shows the process/app that is locking the file. It's on my home desktop so I update the thread if it is something you are interested in. peacePassed LOT2

Not sure if your problem is with deleting/accessing the file, in which case Coty24 is what I would recommend.
But from my understanding, this could be the solution.
