... for someone interested in exploring a CISO or CIO role in a public or private sector organization? ISSEP, ISSMP, or ISSAP?

If you're interested in a C-level position, you'll probably want the ISSMP. A CIO/CISO isn't going to be making many engineering decisions, but will be setting a broad course for their organization and coming up with vision and mission statements.
