when routers choose the DR they first look for the one with the highest priority but what i don't understand is priorty is set on the interface subcommand ....so can a router be DR on one interface and not on another interface ??

I hope I am reading your question right.
If you have a RouterA with two interfaces called fa0/1 and f1/0 for example and both are running OSPF then each interface can be configured independently with ip ospf priority cmd. If I set fa0/1 to priority 255 and the connected OSPF enabled routerB is left at default 1 then RouterA will become the DR. If I set RouterA's f1/0 to priority 0 then it will not be the DR. This means that on one interface it is the DR and on the other it is a DROTHER. An OSPF router can have multiple states dependent on priority per interface.
I'm an Xpert at nothing apart from remembering useless information that nobody else cares about.
