Viewing sites securely

Hi

Is there a way to view all websites and send messages securely using https and SSL? I ask because someone mentioned to me that they are able to do this on any website (from news websites, forums to chat programs) which confused me as it goes against how things work?
Maybe I am ignorant of this? enlighten me please

@MrXpert - what problem is your friend trying to solve? I'm kinda mystified about the threat vector that would require HTTPS when viewing a news web site.

The problem statement that the Tor project tries to solve isn't really about security but about privacy.
