Viewing sites securely

Is there a way to view all websites and send messages securely using https and SSL? I ask because someone mentioned to me that they are able to do this on any website (from news websites, forums to chat programs) which confused me as it goes against how things work?
Maybe I am ignorant of this? enlighten me please
