I have the CISSP can that be used to help prove experience when entering your past experience for the CISA? I do not see it listed on the CISA website.
Also it talks about 60-120 hours of University study does that mean I can use my degree from a UK University as well?

In regards to the CISA, ISACA does not use the CISSP as proof of having relevant experience. (It, along with the CISA, qualify as a 2 year work experience waiver towards the CISM, however).
For qualifying post-secondary education, it can count towards a 1 year or 2 year waiver of experience.
ISACA covers this in their FAQ:
How to Become CISA Certified
