Aging and Scaveging at Server Level

I just started working in the IT department for this company, and have one quick question.
So the network administrator handles all of the Server duties and I usually watch what he is doing as I'm going for multiple MCITP exams throughout the next year and must pick up one some things.
One thing I noticed though is that he says he cant Scavenge any old DNS records, but here is where my question is.
He has enabled Aging and Scavenging at the Zone level only, and not at the server level.
Now from what I have read throughout multiple searches including technet, both for Server 2003, 2008 R2 "I believe our DFL and FFL are at 2008 level "not R2" is you need to have Aging and Scavenging enabled at both the server level and the zone level.
I asked him about this and he said no, but I would like to for lack of a better term "show him up"

cruwl Member Posts: 341 ■■□□□□□□□□If its applied at the server level then it applies globally to the server and all AD DS integrated zones, Other wise it is applied at a per zone level.
That is how I understand it to work.
