How to use a letter of recommendation plus Resume Critique

I was given a letter of recommendation from a Director, I was wondering how to use? Should I send it in with my resume when applying online for a job? I also have a resume that I really need critique on, I have no certs as of yet but I've passed the 220-801 last week
