If a remote site cannot be pinged, how come it can reply with icmp?

    Firewalls most likely filtering it out.

    If a router along the path lacks a route to the destination it will drop the packet and return an ICMP message to the sender [from whence it came]. If the packet reaches its destination, but somewhere along the way back there is no return route, it will simply timeout with no ICMP message [because it has no way to get an ICMP back to you.]
