Why does creating the ntds settings object take forever?

i thought its a 30+ mb file, my virtual box is on a 1gbps network

found my answer Active Directory installation stalls at the "Creating the NTDS settings object" stage!!!

I had this when trying to promote a server. It's local username and password was the same as the existing domain administrator account. Don't ever recall seeing this issue in any previous versions of windows server though.
