We get told all the time that we are the most restrictive entity that vendor xyz has had to work with. To our faces its usually in a complimentary manner; but that article is right; HVAC, Electricians, etc expect their stuff to have full blown access (I need all ports opened to it through the firewal). Not to mention the guys installing IP Cameras - they have no knowledge of how communication works; just that it needs an IP.
