Verifying/validating a Juniper cert and cert holder

What the official way to verify that a person holds the Juniper certs that they say they do, and to check if those certs are still valid? Does the verifier need to sign up for a Cert Manager account to perform this check, or is there a public Juniper cert authentication page somewhere?

No. The certificate holder just needs to use the "Publish Credentials" utility in cert manager. This will send an email from the certification program to the verifier, listing the status of that individual's certs. Same process as with non-expert level Cisco certs.
