Does anyone have any experience/recommendations for mass-notification to users (primarily desktops)? All I have come across so far seems to be geared toward emergency alerts for campuses (i.e., 'Active Shooter').

I know the USAF at some locations uses some kind for notifications, and that is what we are looking for... something that tells the user, hey, we know we are having a problem with email, so please don't call the helpdesk' kind of notification.
