Question On Practice Exam

I just took one of the Practice Tests (640-607) on the web site and was a bit confused with one of the questions:
You are saving your "start-up configuration" file by typing "copy start run"
Where is the "start-up" config stored where?
The answer given was that NVRAM was the correct answer.
Not to be picky or anything . but the correct syntax for the copy command is copy FROM TO. The question said that we were copying the startup config to the running config, which is kept in RAM.
Maybe just a typo on someones part?

You are copying a to b, where is a located? -
