I have never found down time, there is always something to do or make better when specific tasks are slower. I could see surfing on lunch, but just not on work time. So, I guess how answer would be more along the lines of integrity or discipline to do one's job. Perhaps block the site from work if it is too much a distraction? Not really a good choice.
