Multi-access app suggestions needed

We need to set up a way for multiple users (up to 10) to run an app remotely. Currently, for one user, they connect in via VPN then RDP to a PC which has yet another VPN connection to an offsite database accessed by an app running on that PC (the database only accepts VPN connections from the network the PC is on, so they must use this "middle-man"). I was thinking of just running a few VMs on a workstation so that in case multiple users (maybe 2-3 connections) needed to connect at once, they could connect to their own VM. For 10 users, we'd need 10 VMs which would require a larger VM environment, or, we'd have to set up a access for only a few at a time. Good things is, I doubt all 10 will be accessing at the same time, but possibly a few. Is there a better way of doing this? Is there a way to set up a Windows server to allow multiple connections using the same application? Any suggestions?

I'd setup a terminal server VM with the app on it and have them connect in directly to that assuming your licensing allows it.

Sounds like a job for App-V or whatever MS is calling that nowadays.
