print que challenge

My company is faced with a daunting challenge, we have thousands of print ques all running on a mix of windows server 2000, 2003, and 2008. We as a company are being billed by "printing partner" 750k a month. We are wanting to make a mass edit through some kind of automation to set our print ques to black and white and turn on duplex.
I have found some powershell 4 commands such as set-printer etc. That seem like they would do the job, but from what I am reading powershell 4 isn't supported on 2003, I am not terribly familiar with powershell.
1. Can I run powershell 4 commands from my PC or a 2008 / 2012 server remotely against a 2003 machine and make the print que edits?
2. I am very open to suggestions to automate this and purchasing a third party product is likely acceptable, I just need a working solution.
Please if anyone can help I'd really appreciate it.
