If there is a user GPO and a Computer GPO affecting the same user and computer, which one wins? In other words, which take precedence?

Computer is going to win the majority of the time, but in times of conflict..such as loopback processing mode and replace, computer overrides user.

Computer gets applied, then user. If you want a specific user to have a setting, assign to that user, but don't have loopback processing on replace then.
