Querying about a job vacancy with another department - speculative approach

I am in my first IT job for 4 years now, and want to progress within the company. I have an idea what area of IT to progress in.
Is it worth composing a speculative email to see if they will have any vacancies in the future, to the head of department or manager responsible for that team/department? Or is a face to face contact better? Is a speculative approach appropriate, or should I just wait until it gets advertised?
Opinions appreciated.

I'd just go talk to them now. Let them know your interest and start building that bridge even if nothing is available now. Someone on that team might take a new job tomorrow!An expert is a man who has made all the mistakes which can be made. -

Go F2F and introduce yourself. An email is too impersonal for a place you already work at. -

Agreed. Go talk to that person in person. If its someone you already know, just go say Hi and mention that you're interested in their department and would love to know about any opportunities they will have.
