Are network engineers sought after on the international level by international companies? Ever heard of an international network engineer?

I'm not sure if this is what you are looking for, but when I worked for companies with offices overseas I usually did all the work and sent the gear over for a local engineer to install. Sometimes I would just have to fly overseas to do the install.

labor laws get pretty tricky depending on the country you are working out of so each company has to follow local laws when it comes to who does what work.
