Wondering what the best way is to approach my manager about possibly getting bumped up to the same level (Tier) as my team without coming off as entitled, any suggestions?

The HR hurdles aside, two months is pretty aggressive to be asking for a promotion regardless. You don't want to come off as cocky or entitled to the new management. Two months in a position is really no time at all in the grand scheme of things.
I would approach it exactly as you said though. Ask them what you can do to get that promotion. Try to work with your management to set up some goals and a time line. I wouldn't bring up what other people were hired on as. Concentrate on yourself and what you can do to reach your goals. An expert is a man who has made all the mistakes which can be made. -

My current retail job hired my as a part-timer, and I IMMEDIATELY asked what was expected of my to get full time hours. Unfortunately for me, the three managers who backed me up on it have all been transferred to other stores. Now I'm back to square one. So it's study time for a new job!"Follow your dreams. Train your other team members to also become rock stars that way you show leadership qualities that will help you get promoted. They will be less likely to promote you if you're the only rock star on tier II.
