should the cost of STP be calculated in a way of addition?

According to EIGRP, the cost associated with BW is calculated in a way of func(min(BW)), like min(BW1, BW2,BW3,...), and the cost associated with delay is fund(sum(delay)), like d1+d2+d3+...
STP uses bandwidth, however, it calculates the cost using the way as of delay. For example, a path consists of two links, of which the bandwidths are 1Gbps and 100Mbps. Currently the cost is calculated to be 4 + 19. I think it makes more sense to use min(BWi) way as EIGRP, then the cost would be 10. Any comments?
