What is the most effective way to get hired in the IT field? Is it through talking to recruiters, applying to online job boards, applying directly through companies, job fairs or some other way??? Is there a secret formula to catch the attention of a hiring manager, with not having a ton of work experience? Appreciate your input.

Recruiters job is to get you in front of hiring managers, and to get a job you want to get in front of as many hiring managers as possible, so definitely use recruiters. Along with jobs boards like monster, network on linkedin, blah blah blah.
