How to negotiate a federal salary?

Ok if i was offered a position at as a GS12 and i am a GS11 step 5 ($67900 with locality). How much room is there for negotiation?
I have heard of the two step rule in which i add two steps to my current and convert to GS12 and look for that step, but i have heard people also negotiate these things.
I am looking for about 75k, is that unreasonable?
