How should I rework this?

Good lord we need some work here, I cannot tell what you can do by reading your resume. You literally do not tell me anything hence why I would toss it to the side if it came to me like this.

I will try to circle back around when I have some time and provide some insight.

Certifications: Why post a ton of certs? To impress yourself? Post what is applicable to the job, people are not going to want to read a long list of certs. A NOC job, I would break them into categories

    Professional Certifications

    Comptia: Security +, Network +

    Cisco: CCNA R/S, CCNA Security

Putting CCENT is worthless and again, you are trying to impress but it makes no sense. You are a two time CCNA, leave off CCENT as it does absolutely nothing. Would you put CCNA R/S, CCNP R/S? No, CCNP R/S tells me you have a CCNA otherwise you'd never have the NP.

The Additional Skills section should not be blanket statements about yourself, let's put some meat in there.

    Technology Experience:

    Network Hardware and Protocols
Cisco Routers (1800, 2600, 2800), Cisco Catalyst Switches (3500, 2960), CUCM, CCX, BGP, EIGRP, OSPF, RIP, RIPv2, ISIS, STP, RSTP

    Microsoft Technologies
Active Directory 2003/2008, Server 2003/2008 R2, DNS, DHCP, IAS, NPS

    Misc.
Solarwinds Orion and NCM, BackupExec, bla bla bla bla bla bla

    Something like that...
    Modularity and Design Simplicity:

Think of the 2:00 a.m. test—if you were awakened in the
middle of the night because of a network problem and had to figure out the
traffic flows in your network while you were half asleep, could you do it?

I would put a certification image on your resume A+ Net+ etc. HR loves seeing them and no joke they will pull your resume out of the pile to look at it.
