RBAC Policy

Does anyone know where to get an example RBAC policy. I'm in the process of implementing role based access control across our organization and was looking for an example policy or any good information on how to go about creating one. As we are not a huge organization I have created a spreadsheet that lists everyone's role and their permissions. This will be a document that is used when a new user starter joins or someone's permissions change due to job role. Any advice would be much appreciated.
