Link flap / Err-disable when plugging phone into 3550

Just got a 7940 in for my lab, and when plugging it into the 3550 I have, the port light blinks amber until it eventually stops and gives the following error:

*Mar 1 00:21:14.267: %PM-4-ERR_DISABLE: link-flap error detected on Fa0/47, putting Fa0/47 in err-disable state

The weird thing is that the 'show power inline' command works on this switch but doesn't show any information on the ports, and there doesn't seem to be any commands that begin with 'power' that I can use in either global or interface configuration.

Made sure to shut / no shut port again after doing switchport mode access / switchport voice vlan 10 / spanning-tree portfast and still gives the same results. Also tried both a cross-over and straight through cable just for the heck of it and same thing.

Anyone else run into this? I'm wondering if I got a switch that is not PoE capable with a PoE IOS running on it, below is the show ver for the switch:
