Job/Work Question - Internal Promotion

Recently I applied for a position in my department that is one level above me and feel pretty confident that I'll get the job. I've been with the company 8yrs (3yrs in my current position). That being said I also know what the pay range was for this level 2 position back in 2010 and I have a feeling that it might be the same range today. Do you guys think it'll be fair to counter their offer of that pay with 4 years of inflation (3%)?
