Are you member of a group where actually there are discussions rather than blog links?

Yes, they're a great place to ask technical questions and career related questions. Similar to asking questions here on forums except that you get responses from people where you can (sort of) verify their credentials. I've had cool answers from employers of Cisco, Oracle and some well renowned authors and gurus.

I've only found a handful of useful LinkedIn groups.

Many of which are you mentioned are just spam, naming the ones that are not locked.

I'm in the same, frustrating position. There is a local group that is 50/50 links/discussions but there are only 1-2 discussions a week and maybe a handful of regular participants.

Yes, but none of them are local groups. My local LinkedIn area is (of course) dead. There are some great discussions on 2 or 3 of the groups I'm in though. That is about all that I go to LinkedIn for aside of the articles and to check out people I will be interviewing with.
