    Sticking these posts would be horrible horrible advice.

    In addition to the posts directly above mine, companies often use recruiting/temp/contracting agencies to fill a project position.

    When you're hired as a regular full-time employee, you're pay is taken as a regular expense (along with future liabilities because of healthcare/401K/pension/etc).

    However, big companies run multiple IT projects and those IT projects need manpower. When you hire a contractor just for that project, his/her pay is part of that project bucket and not against the overall company HR fund. Yes, eventually it all hits the same entity, but it's helpful to understand how company organization and accounting works before you outright dismiss recruiting agencies.
