    Kind of odd behavior on their part. Sure, getting the right guy/gal in the position is very important, but if the budgeted salary and candidate's required salary are apples-to-oranges, there's no point wasting the CIO's time.

    I've used that reasoning before to put an end to the excuses, so you could always say that if they keep pushing back on talking numbers. You should be prepared to walk though if you throw it out and they keep putting it off. Gotta keep yo' mouse hand strong. :)

    Sounds to me like they pay less then you currently make.
    They are trying to hire someone cheaper but are having trouble that is why they are stringing you along.
    If they do get around to giving you an interview who knows maybe the environment and culture make up for the low pay, but maybe that is not important to you.

    I always make sure they salary is in the range I'm looking for, before I even go in for on-site interviews.
