Filing a complaint or not is a personal decision so I won't weigh in on that.

I would emphasize either way to move on and keep trying. Don't let bad experiences hold you back. Getting a job is mostly a numbers game. After obtaining the skills required you need to apply to everything and interview everywhere. You might not get the first 1000 jobs but you only need one.

I would be very careful about providing info to "no-name" staffing companies. Can be a ploy specifically to get private info like DOB and prior salary, leaving you "black listed". I have NEVER received a call back from any fly by night that asked for salary, age and birthday (date/month).

Against the law!!  I was asked once on a interview how old I was, I responded 'old enough to know better'.
