Are there business which rent online facilities for use as pen testing targets? There are business that rent remotely-accessible equipment to people that need to emulate equipment and networks for practicing Cisco exams. It seems that the same setup would also serve as a way to practice your pen testing skills on network emulations that you couldn't easily setup in your home lab. That actually seems like a good side-business for a mom-and-pop ISP.
