Did not get sys admin job again...what am I not doing right?

Ok, so I'm still working the help desk hell and going on more then 5 years now. This is the 3rd time that I have interviewed and not gotten the internal position. I am very frustrated now. I am not sure what to do.

I disagree with this route. Typically if you end up going to HR, then you become the target and if there are layoffs or force reduction, and you'll probably be the first to go because you have become a liability.

HRs only reason is to protect the company from lawsuits.
