PPP - which OSI layer?

from my education and understanding it's data link layer protocol...similar to frame relay, hdlc.
however, when discussing about telecom network of point-to-point microwave radio links with my director(CCNA). he described this ppp as layer 3 and is routable. :
now, im totally confused. someone share some light to this confusion please. thanks.

Optionspowerfool Member Posts: 1,666 ■■■■■■■■□□ppp is routable if it is encapsulated... by definition, it is point-to-point, and it is not routable. The way it becomes routable is if it is encapsulated in a routable protocol, like IP, which is the case for PPTP, or point-to-point tunneling protocol.
