Debug to verify telco is receiving call?

Turning up a new pri with an h323 gateway. Basically mimicked config of an identical working production 2911. When I attempt outbound calling I get what sounds like a telco generated message 'you are unable to place this call'. Debug voip ccapi inout shows:
Disconnect cause 16 is supposedly normal call clearing.
Is there a debug that I can use to determine if the telco is accepting call? Still new to voice
