If you are worth more than you are making, then it's your responsibility to go work for a company that will pay you what your worth. Don't blame HR/recruiters/companies - there are plenty of companies that will pay you a fair salary for your skills. Also, previous pay doesn't always correlate to new pay - it may however put you on one end of the salary range. Getting to the other end of that range may depend on your ability to sell yourself.
