Is there a best practice when it comes to allowing both IPv4 and IPv6 traffic over a DMVPN tunnel? Should i create 2 separate tunnels? one for IPV4 and one for IPV6 or does it not matter if the tunnel is configured to allow both?

Passive interfaces are configured so that neighbor adjacencies do not form. In that case, why does someone configure the routing protocol in the first place? Also does passive interface ONLY block routing protocols from forming adjacencies? How about DHCP relay information? Does it get passed on?
